Erich, I am currently working on this part. I believe the top of the air filter should seal against the bottom of the mounting plate, the one that bolts directly to the throttle servo.

I would be carefull replacing all the solid rivets with blind ones as depending on what type of blind rivet you use they are not necessarily as strong as solid rivets. The problem comes in the head...
