I donít know about the RV-9, but the HS-609-PP is the horizontal stabiliser rear spar reinforcement bars for at least the RV-7/8. And thereís 2 of them.

They were really tight on mine too. Fit the rear spar and see how they look, you might find it pulls the rib away a bit. It did on mine.
