The cowl edge is pretty thin, only 0.070 or so, so the scarf is more in the 3/4" range. Belt sander will do the job. Try not to cut into the core unless you must.

That is what I do. First clean, I use MEK or acetone and wadding like I'm cleaning a shotgun. I push some scotchbright pad though as well. Epoxy primer is best.

Yes, the anodizing is a hard layer of aluminum oxide grown out of the base material. This is why you don't anodize thin materials, it leaves them more prone to cracking / fatigue.
